SERGE ALAIN NEBIE EVALUATES THE ENVIRONMENTAL AND SOCIAL MANAGEMENT SYSTEM OF THE FIE

Evaluation of the Environmental and Social Management System of the Environmental Intervention Fund (FIE) ” was the topic defended by the student Environmental Inspector, Serge Alain NEBIE, at the National School of Water and Forestry (ENEF), in Dindéresso , Bobo Dioulasso, on October 28, 2025. The jury, composed of Désiré OUEDRAOGO, Boukary KABORE and Hassane SIDIBE, judged the research to be very well conducted and awarded Mr. NEBIE a grade of 18/20.

The candidate, supervised by the Head of the FIE's Central Regional Office, Boukary KABORE, based his study on the following questions: Is the FIE's Environmental and Social Management System (ESMS) compliant with the standards and norms of international donors? Is the implementation of the FIE's ESMS effective? What program can be proposed to improve the FIE's ESMS?

According to the student, the overall objective of this study is to contribute to improving the effectiveness of the FIE's Environmental and Social Management System. Specifically, it involved analyzing the FIE's ESMS's compliance with the standards and norms of international donors; evaluating the effectiveness of the FIE's ESMS implementation; and proposing a program to improve the FIE's ESMS.

The evaluation took place throughout Serge Alain NEBIE's internship at the FIE, from March 3 to September 4, 2025. It covered the FIE's General Management, Regional Offices, and ongoing projects funded by the FIE.

At the conclusion of his study, Mr. NEBIE notes that The compliance analysis revealed some discrepancies between the FIE's ESMS and the environmental and social standards of the World Bank, the Green Climate Fund, and the Global Environment Facility. It highlights that the assessment of the effectiveness of the FIE's ESMS implementation resulted in a low overall environmental performance rating . To achieve this, measures have been proposed and recorded in a program whose implementation will contribute to the improvement of the FIE's SGES.

Our research has some limitations. However, some avenues for reflection in the form of perspectives are proposed. These are: the importance of operationalizing the environmental and social safeguard service for sustainable environmental management; the contribution of public participation to improving the effectiveness of the ESMS and the contribution to the implementation of an effective communication strategy in environmental and social management ,” noted the candidate.

In view of the results obtained and with a view to improving the FIE's ESMS, the student Environmental Inspector at the end of the cycle at ENEF recommends that the FIE review its ESMS, taking care to align it with the norms and standards of international donors; establish a periodicity for the evaluation of the ESMS; and share the periodic evaluation reports of the ESMS with all stakeholders.

It also recommends that the FIE recruit an environmental and social safeguards specialist, operationalize the environmental and social safeguards service and strengthen the capacities of the actors implementing the ESMS.
