THE FIE AND THE PGPC/REDD+ STRENGTHEN THE CAPACITIES OF COMMUNAL ACTORS IN THE SECOND WAVE ON THE FINANCIAL EXECUTION MANUAL IN MANGA

The Coordinator of the Sustainable Management of Communal Landscapes for REDD+ Project (PGPC/REDD+), Jean Bosco SO, chaired, on behalf of the Governor of the Centre-South region, this Tuesday, April 1, 2025 in Manga, the opening ceremony of the training of communal actors of the second wave on the financial execution manual of Communal Integrated Development Projects for REDD+ (PDIC/REDD+). The training is organized by the Environmental Intervention Fund (FIE) and the PGPC/REDD+ Management Unit.

The ceremony's chairman indicated that the PDCI/REDD+ represents an opportunity for the development of municipalities and, consequently, of Burkina Faso. He emphasized that training is important for the successful implementation of the project and that it is necessary for participants to attend the session regularly to understand the mechanisms that govern the various operations. " This is the basis for the success of the PDIC/REDD+ ," insisted the PGPC/REDD+ coordinator, who invited participants to take ownership of the PDIC/REDD+ management and monitoring tools.

This second and final stage of the training, which takes place in Manga, the capital of the Centre-South region, from April 1 to 4, 2025, concerns the remaining municipalities of the 30 new municipalities that are ready to implement their PDIC/REDD+. Indeed, in addition to the 30 municipalities of the first wave that have started the process, the PDCI/REDD+ of 30 new municipalities are mature and remain to be implemented. In order to supervise the financial execution of PDIC/REDD+ by the municipalities, a sub-manual for the execution of PDIC/REDD+ financial operations has been developed for the benefit of the municipalities. It is in this sense that training is planned for the benefit of the actors of the municipalities of the second wave of the PGPC/REDD+ on the said sub-manual.

The objective of the training is to enable municipal actors involved in the implementation of PDIC/REDD+ to take ownership of the sub-manual for the execution of PDIC/REDD+ financial operations.

Specifically, the training involves presenting to municipal stakeholders the system and procedures for the technical execution of PDIC/REDD+, including the tools; presenting the system and procedures for the financial execution of PDIC/REDD+, including the tools; sharing with municipal stakeholders the procedure for executing administrative, budgetary, financial and accounting operations of PDIC/REDD+, including the tools.

It will also involve presenting to the municipal stakeholders the provisions of the financing agreement and the principles of good management accepted in the implementation of PDIC/REDD+; strengthening the skills of local stakeholders on the principles of efficient internal control in order to facilitate the work of reporting, monitoring, control and auditing, sharing with the municipal stakeholders the monitoring-evaluation and reporting system for PDIC/REDD+ including the tools.

Participants are divided into three (03) categories: municipal stakeholders, regional level participants and those at the central level. By municipality, the stakeholders concerned are: the President of the special delegation (PDS); the Secretary General of the town hall (SGM), the Town Hall Accountant (CM); the Person responsible for town hall markets (PRM) and the Community Development Agent (ACD).

At the regional level, the relevant participants are the president of the regional REDD+ committee (Regional Governor) or his representative. Participants at the central level are those from the FIE and the UGP.

The Manga session brings together the municipalities of the PGPC/REDD+ branches of the Koudougou and Tenkodogo branches. The municipalities concerned are those of Pô; Tiébélé; Nobéré; Gogo; Zabré; Baskouré; Gounghin; Tibga; Diapangou; Poa ; Zawara; Ténado; Nébiélianayou; Kyon; Guiaro and Saponé from the regions of Center-West, Center-East, Center-South and East.

The various modules administered during this training were prepared by the UGP and FIE specialists who provide the training.

It should be recalled that Burkina Faso has benefited from financial and technical support from the World Bank for the preparation and implementation of the "Project for the Sustainable Management of Communal Landscapes for REDD+ (PGPC/REDD+). The project targets ninety-six (96) communes in several regions of the country. As part of this project, each commune will benefit from financial support of three hundred million (300,000,000) FCFA for the implementation of the activities of the Integrated Communal Development Projects for REDD+ (PDIC/REDD+).

To better monitor the management of PDIC/REDD+ financial resources, a collaboration agreement for fiduciary facilitation was signed between the PGPC/REDD+ and the FIE. The mission assigned to the FIE aims to enable fiduciary facilitation for the successful implementation of PDIC/REDD+.

The FIE plays a dual role: ensuring financial intermediation between the PGPC/REDD+ and the intervention municipalities and ensuring compliance with administrative, accounting, financial and procurement procedures.

This training follows that of the first stage held in Bobo-Dioulasso, from March 24 to 28, 2025.
