FIE AND LOCAL FINANCIAL EXPERTS (EFL) REVIEW THIRD QUARTER ACTIVITIES

The Environmental Intervention Fund (FIE) and local financial experts (EFL) of the municipalities benefiting from the activities of the Integrated Municipal Development Projects for REDD+ (PDIC/REDD+) are examining the results of the activities for the third quarter of the year, on October 29 and 30, 2024 in Koudougou.

The opening ceremony was marked by the words of the representative of the Director General of the FIE, the Head of the Regional Branch of the Center, Mr. Boukary KABORE. He welcomed the participants while urging them to actively participate in the work for fruitful results.

For 48 hours, the participants will review and validate the technical and financial reports of the third quarter activities as well as the review and validation of the results achieved during the third quarter. They will also examine the difficulties encountered with a view to proposing possible solutions. Finally, the project will be presented to the new EFLs of the eight (8) new municipalities, followed by the signing of the agreements between the FIE and these EFLs.

This meeting will allow, in addition to the assessment and analysis of the results and difficulties, to formulate recommendations and take resolutions, where appropriate, for the proper implementation of the remaining activities of the 2024 financial year .

Rencontre EFL 1

The participants are the EFLs in charge of the twenty-two (22) municipalities and the Financial Controllers of the last eight (8) municipalities of the first wave. These last eight municipalities are: Gon-Boussougou, Bakata, Cassou, Bourra, Niabouri, Doulougou, Oury and Bondokuy.

It should be recalled that Burkina Faso has benefited from financial and technical support from the World Bank for the preparation and implementation of the "Sustainable Management Project for Communal Landscapes for REDD+ (PGPC/REDD+). The project targets ninety-six (96) communes in several regions of the country. Each commune will benefit from financial support of two hundred million (200,000,000) FCFA for the implementation of the activities of the Integrated Communal Development Projects for REDD+ (PDIC/REDD+).

And, for better monitoring of financial resource management, a collaboration agreement for fiduciary facilitation was signed between the PGPC/REDD+ and the FIE. The mission assigned to the FIE is to enable fiduciary facilitation with a view to the successful implementation of the PDIC/REDD+. In this context, the FIE must play a dual role: ensuring financial intermediation between the PGPC/REDD+ and the intervention municipalities and ensuring control of compliance with administrative, accounting, financial and procurement procedures.

The Local Financial Experts (EFL) of the FIE ensure the control of budgetary operations and the application of regulatory texts within the framework of the execution of the PDIC/REDD+ of the municipalities. In order to ensure the success of the project, the financial monitoring system provides for the regular holding of periodic consultation frameworks between the FIE and the EFLs. To this end, each quarter, the FIE and the EFLs meet for a quarterly review in order to analyze the results obtained and the difficulties encountered on the one hand, but also to propose a schedule for the following quarter.
