DAY III OF CAPACITY BUILDING OF MUNICIPAL ACTORS OF THE SECOND WAVE ON THE FINANCIAL EXECUTION MANUAL

This Wednesday, March 26, 2025 marks the third day of the training of municipal stakeholders of the second wave on the financial execution manual of Integrated Municipal Development Projects for REDD+ (PDIC/REDD+) in Bobo-Dioulasso. The training is organized by the Environmental Intervention Fund (FIE) and the Management Unit of the Sustainable Management of Municipal Landscapes for REDD+ Project (PGPC/REDD+).

The objective of the training is to enable municipal actors involved in the implementation of PDIC/REDD+ to take ownership of the sub-manual for the execution of PDIC/REDD+ financial operations.

The third day of the training marked the beginning of the financial operations component. The day was devoted to two presentations: a brief presentation by the FIE and a presentation of the PDIC/REDD+ Manual: Procedure for carrying out administrative operations of PDIC/REDD+, including tools.

The presentations were delivered by the FIE Management Controller, Abel Rodrigue ZONGO. He first gave a brief presentation of the FIE to allow the various stakeholders to better understand the structure. He emphasized that the FIE is Burkina Faso's financial tool for achieving its environmental policy objectives. Its mission is to mobilize funding; select projects and allocate funding; and monitor the use of allocated funds. Mr. ZONGO noted that the Vision of the FIE is to be an accessible financial tool, bringing together national and international green financing for the benefit of environmental projects for the well-being of the populations in Burkina Faso.

Following this presentation on the FIE, the FIE Management Controller presented the module entitled presentation of the PDIC/REDD+ Manual: procedure for carrying out administrative operations of PDIC/REDD+ including tools. He recalled that for better monitoring of the management of PDIC/REDD+ financial resources, a collaboration agreement for fiduciary facilitation was signed between the PGPC/REDD+ and the FIE. The mission assigned to the FIE aims to enable fiduciary facilitation for the successful implementation of PDIC/REDD+.

In this dynamic, the FIE plays a dual role: ensuring financial intermediation between the PGPC/REDD+ and the intervention municipalities and ensuring compliance with administrative, accounting, financial and procurement procedures. Thus, the FIE intervenes, through local financial experts (EFL), among others, for periodic and systematic financial control of PDIC/REDD+; reviewing the terms of reference; controlling payment orders; controlling contracts; preparing administrative acts and quarterly monitoring reports…

The communicator invited the various actors to collaborate well with local financial experts (EFL) for the success of PDIC/REDD+, because the EFL are at the heart of the process and should be considered as an advisor.

As for financial operations, Mr. ZONGO noted that they must be carried out on the basis of the following principles: highlight the visual identity by using the logos of the municipality, the FIE and the PGPC/REDD+; respect the applicable rules in public accounting: apply national procurement procedures; provide the visa of the DPCMEF or DRCMEF acting as a local financial expert. He also returned to the financial execution circuit of PDIC/REDD+; the role of the municipal accountant in the implementation of PDIC/REDD+ and the procedures prior to any activity related to PDCI/REDD+.

Municipalities must also regularly submit technical and financial reports to the FIE General Directorate. The financial report must include a financial dashboard, income and expenditure logs, bank statements, and supporting documents.

These communications, followed by discussions, enabled participants to better understand the PDIC/REDD+ Manual and the procedures for carrying out administrative operations of PDIC/REDD+ as well as the tools.
