Two hundred and fifty-six (256) minutes to be examined
The "Forest - Fauna" Thematic Committee of the Environmental Intervention Fund (FIE) is holding its first ordinary session of the year, from Monday 18 to Thursday 21 November 2024 in Ouagadougou. The agenda of the session covers the examination and validation of the report of the last session of the thematic committee of the year 2023 ; the examination and validation of the Minutes (PV) of the victims of the damage, discussions on deliberation No. 2016 - 21 /MEEVCC / SG / FIE / CA and miscellaneous.
The opening ceremony was marked by two speeches. First, the Acting Director General of the FIE, Boukary KABORE, welcomed the participants while urging them to rigorously examine the minutes for indisputable results.
As for the Director General of Water and Forests, Head of Corps and President of the Thematic Committee "Forest-Fauna" of the FIE, the Colonel of Water and Forests, Barnabé KABORE, he situated the context of the existence of the said committee and reminded the participants of the missions assigned to it. He then expressed his satisfaction for the effective presence of the representatives of the different structures invited to the session.
The Chairman of the Committee then expressed the hope that the participants would demonstrate dedication in processing the minutes submitted for their consideration. While thanking all the participants for their availability, he particularly congratulated the FIE General Management for fulfilling its commitments in holding the sessions of the Thematic Committee "Forests - Fauna" in order to examine the files for the repair of damage caused by wild fauna.
During the current session, two hundred and fifty-six (256) PV, with a gross value of more than ninety-two million (92,000,000) CFA francs, will be examined by the Committee.
The statutory members of the Committee will take into account a certain number of aspects in the examination of the minutes. This involves the verification of the following documents deemed obligatory: the date of establishment of the minutes; the conformity of the constituent parts of the report (original of the requisition, the victim's identity document); the method of calculating or estimating damage; compliance with the reporting framework and the amount of the PV exceeding 500,000 FCFA must be subject to a verification mission.
In addition, the Committee members will have to focus on the following other elements: the identification of the wildlife species responsible; the typology of conflicts and damage caused by human-wildlife conflicts; the location of the damage and the number of PV of the victim during the last two years.
Taking these elements into account will enable the members of the Committee to decide on the validity or invalidity of the minutes.
