The Environmental Intervention Fund (FIE) and the Sustainable Management Project for Communal Landscapes for REDD+ (PGPC/REDD+) jointly organized, on December 12, 2024, in Ouagadougou, a ceremony to present financing agreements, subsidies and equipment for the benefit of the beneficiaries of their calls for projects and institutional actors.
The ceremony was sponsored by the Minister of Economy and Finance, Dr Aboubakar NACANABO, represented by his Secretary General, Vieux Abdoul Rachid SOULAMA and chaired by the Minister of Environment, Water and Sanitation (MEEA), Mr Roger Baro.
The ceremony aims, among other things, to allow the beneficiaries of Call Four of the FIE to officially receive their checks; to officially hand over the financing agreements to the promoters of the PUE and PDE sub-projects financed by the PGCP/REDD+; to officially make financial support available to institutional stakeholders (municipalities that have benefited from the PTVP, DGPE, SP-CNDD, ANEVE, ARSN centers). The ceremony also made it possible to hand over rolling stock and technical equipment to the PGCP/REDD+ implementation partners and to carry out symbolic plantings in the grove developed by the FIE.
In his speech, Minister BARO, speaking about plastic waste, noted that in Burkina Faso, " the problem of their management is acute due to various factors including population growth, rapid urbanization, increasing industrialization, the persistence of unsustainable consumption and production patterns, poor environmental education and insufficient waste treatment and recovery infrastructure ". Thus, Minister BARO emphasizes, " in accordance with its missions, the FIE has initiated its fourth call for projects, which I officially launched on December 18, 2023. This call for projects aims to strengthen the recovery rate of plastic waste in our country and improve the share of alternatives to plastic on the national market ."
According to the MEEA, referring to the fourth call for projects of the FIE, it appears that at the end of a scientific and rigorous evaluation process, complying with the technical and legal standards in this area, seventeen (17) beneficiaries were selected for a total amount of one billion twenty-five million (1,025,000,000) FCFA entirely financed from the State's own resources . The beneficiaries are made up of legal entities from the private sector, associations, cooperatives and research structures.
The FIE call for projects 4 will create more than 1,200 direct green jobs, including 372 men and 839 women, 194 IDPs and 28 people living with disabilities. It will also strengthen the capacities of more than 2,500 stakeholders and raise awareness among around 400,000 people. In terms of wealth creation, around 11,000 tonnes of plastic waste will be collected and recycled and more than 16,000,000 alternative packaging to plastic will be produced.
Regarding the prospects of REDD+, the Minister in charge of the Environment states that Burkina Faso is the first country to experiment with REDD+ in a Sahelian ecosystem. And to note that " in the dynamic of meeting the challenges related to REDD+, Burkina Faso, with the support of the World Bank, has developed the Sustainable Management Project for Communal Landscapes for REDD+ (PGPC/REDD+). The development objective of this project is to strengthen sustainable landscape management and improve income generation in targeted forest areas in Burkina Faso ."
At the end of the two selection processes relating to the PGPC/REDD+, 249 PUE sub-projects were selected, for a subsidy of 1,973,568,837 FCFA and 250 PDE, for a subsidy of 482,782,797 FCFA, with a total amount of 2,456,294,390 FCFA were selected.
The ceremony was an opportunity for Minister BARO to solemnly congratulate the beneficiaries while inviting them to observe rigorous management of the resources made available to them, in accordance with financial orthodoxy and the procedural rules of the promoter's manual.
As for the Director General of the FIE, Mr. Delwendé Davy NANEMA, he expressed his gratitude to the Burkinabe authorities, in particular the Minister of the Environment, Water and Sanitation, for their enlightened vision and for their leadership in achieving the country's environmental objectives.
He noted that the FIE has five (5) thematic funds to meet the financing needs of environmental projects. However, these funds are not all operational, in particular the thematic fund dedicated to "responses to risks and disasters". Mr. NANEMA stressed that " this fund is having difficulty being operationalized due to the lack of a base, while climatic hazards induce challenges in terms of resilience of populations, especially the most vulnerable. I have the opportunity to make a plea for the operationalization of the "response to risks and disasters " window .
He also took the opportunity to highlight that the FIE is at the final stage in the process of its accreditation as a direct access entity to the Green Climate Fund and also, that its accreditation process to the Adaptation Fund is sufficiently advanced.
With hope, the Director General of the FIE noted that the completion of these two processes will allow Burkina Faso to mobilize more resources in favor of environmental actions.
