STAFF INFORMED ON THE FUND'S GOVERNANCE AND MANAGEMENT DOCUMENTS
The staff of the Environmental Intervention Fund (FIE) held the first session of its general assembly (GA) of the year, this Friday, July 18, 2025, in Ouagadougou.
Chaired by the Director General of the FIE, Delwendé Davy NANEMA, this meeting of all the Fund's agents provides a framework for discussing the life of the management.
According to the Director of Human Resources (DRH), Nogodo SIMPORE, the General Assembly is part of the implementation and management of the FIE consultation frameworks.
In his opening remarks, FIE Director General Delwendé Davy NANEMA thanked his colleagues for their presence. He emphasized that the AGM provides a framework for open discussion on FIE activities and for working together to find solutions to various challenges.
Mr. NANEMA noted that this AGM is giving priority to communications on the documents developed and adopted as part of the accreditation of the FIE as a direct access entity to the Green Climate Fund (GCF). While inviting staff to follow the communications carefully in order to fully familiarize themselves with the documents, he noted that the objective is to inform staff as widely as possible about these documents that govern the FIE.
The AGM itself began with the presentation, amendment, and adoption of the minutes of the second session of the FIE AGM held in December 2024. Following this meeting, the staff representative, Gaël KOUTOU, reviewed the staff situation. According to him, since the last AGM in December 2024, until this AGM, there have been no complaints from staff. Overall, therefore, everything is going well.
The first presentation of the day focused on the FIE's gender policy. It was delivered by PISSINGADAGA/PARE Kôlea Inès, Head of Department at HR. She reviewed the gender issue, the definition of the concept, and the legal and regulatory framework to help staff better understand the concept.
The second presentation focused on the grievance management mechanism. It was delivered by the Head of the FIE Regional Center, Boukary Kabore. According to him, the objective of establishing a grievance management mechanism is to provide a structured and transparent framework for resolving complaints or claims that may arise as a result of the FIE's interventions.
The mechanism is structured around four main parts. Mr. Kabore's presentation allowed FIE staff to understand the main features of the FIE Grievance Management mechanism and how it works.
The next presentation focused on the policy to combat money laundering and the financing of terrorism. It was also delivered by Boukary Kabore. He provided definitions of concepts such as collusion, corruption, conflict of interest, fraud, and money laundering. He emphasized that the FIE's governance policy is focused on zero tolerance against corruption, fraud, and money laundering.
The Procurement Management Manual was presented by the Director of Public Procurement at the FIE, Adama OUEDRAOGO. He reviewed the definition of the Procurement Plan (PPM), public procurement procedures, etc. He emphasized that a contract is triggered by maturity elements, which are the technical specifications developed by the beneficiary structure. Mr. Ouédraogo noted that the FIE Procurement Manual is developed in accordance with national regulations.
The presentations on the project management cycle manual and the project monitoring and evaluation manual were given by the Director of Monitoring and Evaluation, Jean Philippe OUEDRAOGO. His presentation provided an understanding of the different stages of FIE project management: project identification, design/formulation; implementation; monitoring and evaluation; closure; capitalization and dissemination. He also explained how project monitoring is carried out at FIEs, emphasizing the different stages and interactions.
The various communicators invited the staff to go beyond these communications by familiarizing themselves with the documents which are available at the FIE and on the FIE website at www.fie-burkina.org .
After these communications followed by questions and answers provided by the communicators, Mrs. Aye Aude Christelle OUEDRAOGO/DJIM proceeded to present the situation of the FIE agents' mutual insurance to the staff.
