COMMUNICATIONS ON THE MOBILIZATION OF FINANCING AND ACTIONS FOR ENVIRONMENTAL PROTECTION

The 6th edition of the National Structured Dialogue on the Green Climate Fund (GCF), co-organized by the National Designated Authority (NDA) of the Green Climate Fund and the Environmental Intervention Fund (EIF), is in full swing.

The second day of the meeting, notably this April 16, 2025, is marked by panels which allowed participants and communicators to share their experiences in the context of the mobilization of financial resources and actions in favor of the protection and preservation of the environment.

The first session focused on: "State of the country's commitments to the Green Climate Fund" and lessons learned in the implementation of climate projects/programs in Burkina Faso. Experts from Hydromet ; GGGI; the Environmental Intervention Fund (FIE) and IUCN led this session through presentations.

Today's session 2 is entitled: "Resource Mobilization Strategy for the Regreening of Burkina Faso." The panels in this session focused on: "Regreening Policies and Strategies in Burkina Faso"; "GHG Reduction Potential and Strengthening Community Resilience through Medicinal Plants in Burkina Faso"; "Experiences and Opportunities for Financing Regreening Projects" and "Synergy of Actions in Mobilizing Climate Finance Resources."

FIE representative Becquet Polycarpe Bationo, an expert in accreditation for climate finance mechanisms, focused his presentation on the FIE's accreditation as a direct access entity to the Green Climate Fund. He reviewed the various phases of the FIE's application to achieve accreditation and the challenges of meeting standards.

As challenges, Mr. BATIONO notes that there is a need for continuous capacity building of stakeholders, the establishment of an adequate internal control, internal and external audit program; the maintenance of governance and fiduciary standards (updating and operationalizing manuals, policies) and the strengthening of the management autonomy of the FIE.

The communicator emphasizes that the accreditation of the FIE requires, among other things, anticipation in procurement, capacity building of actors in the financial chain on FVC procedures and capacity building of the FIE in human resources.

He concluded by noting that the FIE's accreditation to the GCF is a reality and this offers opportunities for mobilizing resources for the benefit of the environment and climate for Burkina Faso. All of this requires continued political support for the FIE.
